The MICS-EAGLE initiative organizes national workshops with government stakeholders and local UNICEF offices to discuss how to better use MICS data in the country’s context. The first of these customization workshops took place in Lao PDR joined by the Vice Minister and 58 participants from the Ministry of Education and Sports (MoES), the Lao Statistics Bureau (LSB), education development partners and UNICEF.
The Lao PDR workshop was strategically held at the same time as the Mid-Term Review (MTR) of the country’s Education Sector Development Plan (ESDP) 2016-2020 was taking place. This helped engage the various actors, namely the government’s MTR focal person, MoES Department of Planning, MoES Statistics Center, LSB Research and Analysis Division, UNICEF country office and headquarters.
The two-day workshop on August 1st and 2nd, which was entirely bilingual in Lao and English, invited participants to discuss various issues around the use of MICS data. The participants on the first day gained insights from the presentations by government officials on education indicators, an overview of LSIS-II (Lao Social Indicator Survey II, carried out as part of MICS6), as well as a cross-country comparison of SDG4 presented by UNICEF headquarters. Much of the group work centred around identifying the main challenges facing each level of education and discussing key policy and data issues.
Following the workshop, a preliminary country report will provide answers and insights to questions identified during the discussion around the main policy and data challenges. It will also include policy and data recommendations, which will be further discussed in the forthcoming National Policy Workshop. The final report will then be incorporated into the ongoing MTR as well as Country Office’s programme for strengthening the education system.
